Milestone South was commissioned by Strutt & Parker LLP, to prepare a Transport Statement in support of a planning application involving the change of use of agricultural barns to an equestrian centre comprising of 32 livery stables and sand school with associated access, car parking and mixed equestrian/agricultural use of 199 hectares of land (Park Farm, Water Lane, Titsey, RH8 0SA). The Transport Statement successfully demonstrated that in comparison with the site’s existing operation as a dairy farm, the equestrian centre would generate a significantly lower volume of vehicular traffic movements over the course of a typical weekday, the AM and PM peak hour periods and on the weekend. Further, the proposals would substantially reduce the number of HGV movements including milk tankers along Water Lane, further reducing the potential for conflict between motorised and non-motorised users, thereby creating more favourable conditions for pedestrians, cyclists and horse riders accessing the bridleway and public right of way networks.
Additionally, Damian Sullivan at Strutt & Parker, presented a robust argument to overcome initial concerns expressed by Surrey County Council’s Area of Outstanding Natural Beauty (AONB) particularly on matters relating to farm viability, agricultural justification, solar panels/renewables to overcome perceived visual harm in the Green Belt. Well done to the Milestone South and Strutt & Parker teams in achieving a successful outcome for the owners.
