Matt Stevens
Director – Strategy
Matt oversees Milestone generally, giving strategic company guidance. He has established excellent working relationships with a significant number of nationally recognised commercial developers & public sector clients. Matt’s abilities enable him to deliver a comprehensive service with an emphasis on responsive, commercially aware, professional advice. Matt takes responsibility for all technical aspects of projects from the initial concept / feasibility of a scheme in terms of access, layout and off-site considerations. This includes the identification of practical transport solutions, through to the preparation of master-plan studies, Transport Assessments / Statements, Travel Plans and Environmental Statements, public consultations and the negotiation of planning consent and subsequently through to discharging planning conditions, negotiations with respect to measures / contributions required for Section 106 and Section 278 Agreements and implementation of schemes.
Matt has considerable experience in the planning & design of highways infrastructure, including site access solutions based upon priority junction, roundabout and traffic signal controlled arrangements, off-site highway schemes including the identification of both small and large scale improvement measures, traffic management and calming strategies, road marking and signing schemes. He has expert knowledge of a range of computer software packages specific to the industry including ARCADY, PICADY, LINSIG, TRANSYT, TRICS, TRAVL, TEMPRO as well as spreadsheet and other database packages.
In addition, extensive experience of developing transport infrastructure solutions has been attained including schemes for enhancement of pedestrian, cycle and public transport routes and access to development, as well as the identification of both physical and management solutions to encourage access by non-car modes of travel through the preparation of Travel Plans.

Darran Kitchener
Managing Director
With over 15 years’ experience in Highways & Transportation for both the private and public sectors throughout the north of England, Darran heads up our Northern office in Gateshead. His experience with delivering transport infrastructure projects and travel planning advice, as well as delivering a course at Newcastle University and being Vice-Chair of the CIHT North East & Cumbria, means he has a complete understanding of the entire life-cycle of a project. Graduating with a BEng (hons) in Civil & Environmental Engineering in 2001 from Leeds University, his experience includes six years as a Highway Engineer for Halcrow (now CH2M) on the trunk road and motorway network, before moving to consultancy with Wardell Armstrong, Jacobs and latterly Fairhurst, before opening the Milestone office in 2015.
Spending time seconded to York, Sunderland and Northumberland Councils, as well as his experience working in the private sector, Darran has experienced all aspects of the Highways and Transportation sector and calls upon this knowledge to add value to our Clients by delivering transportation, highways and planning advice, alongside public inquiry support, viability and feasibility studies, traffic modelling, junction simulation and detailed highway design services.

Toby Gosden
Director
Toby is an organised and enthusiastic Transport Planner constantly seeking to broaden his academic skills and qualification. He has a wide knowledge of the industry and has proven his capability through his excellent standard of work. Toby is a member of CIHT.
Toby is a good communicator and team player with the ability to work singularly.

Gary Clark
Associate Director
Gary is a Principal Transport Planner for our Northern office in Gateshead, where he advises our public and private sector clients across a range of development sectors including residential, employment, retail, education, leisure, tourism, industry, quarries and aggregates, surface mines, waste, power and freight haulage. Gary joined our Gateshead team in 2018 and draws on over 30 years of post-graduate experience in consultancy within multi-disciplinary teams at Fairhurst and Waterman.
During his varied career, Gary has been involved at all key stages of the development process from feasibility through to scheme delivery and has worked across a range of disciplines including transport planning, infrastructure design, major highway and bridge design, road safety, contract supervision, preparation of highway agreements and delivery of post-occupation travel planning services.
Key skills include feasibility studies, strategic movement and access strategies, master-planning advice, design of access arrangements, data collection, preparation of Transport Assessments/ Statements, parking studies, preparation and management of Travel Plans, input to Environmental Statements, highway design and dealing with highway agreements and orders. He is an expert in his field.

Paul Koven
Associate Director
Paul has developed his design skills over many years working for a few select companies, where he has progressed to being the primary contact for all aspects of design for MTP and is developing our design team.
A key element of his role is to ensure that clients, design team members and Milestone staff, are supported with design input so projects are developed smoothly and efficiently.
Paul has a thorough understanding of the implications of his design work in the wider transport planning, planning application process and how it fits with other design disciplines, which assists Milestone and its clients to achieve high-quality results.
He has worked on a wide range of design projects from small scale traffic calming projects through to major development access roads and associated offsite improvements. Paul is responsible for developing and overseeing these schemes from initial concept through to adoption by the local highway authority.
With a practical understanding of the requirements of most road users having significant experience of driving, cycling, walking and using public transport, Paul ensures that all the designs he is responsible for are designed in mind of all road users requirements.
Pauls wide experience of highway design includes ensuring utilities, levels, road construction and road users requirements are designed in reflection with one another. He has significant experience in using Design Manual for Roads and Bridges; as well as local authority guidance to ensure that any designs produced meet the required standards. However, when needed and suitable, he has also applied for and received departures from standards.
Pauls primary design tools are Autocad and Civil 3D, however he will often use other tools to ensure that the designs will work well and can cope with the anticipated levels of traffic.

David Bates
Associate Director
David has over 25 years of experience working with both private and public sector clients providing transport planning, design and assessment of residential, commercial, education and healthcare developments through the planning process.
He provides due diligence and site acquisition support on access strategies and the transportation aspects for land promotion and option agreements. He leads in the preparation of transport related planning application reports, comprising Transport Assessments. Statements, Travel Plans, Delivery and Servicing Plans, Construction Management Plans, transport input for Environmental Statements and Masterplanning support. He provides post application support including negotiating planning consents, discharging conditions and obligations. David advises a variety of clients and stakeholders, tailored to suit their individual needs and requirements to deliver viable transport solutions for developments.
David is a member of the Chartered Institution of Highways and Transportation, a Chartered Member of the Institute of Logistics and Transport and a Member of the Transport Planning Society.

The ancient term ”Ebenezer Stone” meant ”Stone of Help” and they were planted by people at the time to show how God had helped them on their journey from one place to another
Prior to establishing MTP, Matt had 14 years previous experience in the field of Transport Planning, both in the private and public sector, having risen through the ranks at Denis Wilson Partnership to Associate Director with responsibilities in dealing with the highways and transport implications of a considerable range of major commercial and regeneration projects and varying sizes including employment, residential, retail/leisure, community and educational development in locations throughout the country. Julia had assisted her father in establishing an irrigation business prior to working in Management Consultancy recruitment for 10 years with Diagonal, ANITE and AMTEC.
Their combined experience has formed the bedrock of a successful foundation for MTP that has seen year on year growth for the Company. Our team of capable and like-minded people has also grown significantly since our inception and we continue to receive excellent feedback from our clients on our personable service that has seen many referrals and ongoing repeat business.
